, on december 28th we provided free service on muni vehicles to our customers in honor of the sfmta's 100 anniversary and on december 31 as well for the traditional free new year's eve service. both campaigns were promoted extensively by a multi lingual, multi media advertising that included print advertising and 17 newspapers, muni bus exteriors, website banners and information and press releases. banners and kiosks in muni metro stations. additionally we ran over 650 30-second tv commercials on comcast tv, featuring the mayor and director reiskin promoting new year's eve ride free. this year's promotion got a boost from our friends at phillip yips 66, who underwrote the campaign with their sponsorship we were able to acquire additional advertising in the form of multi-lingual spots and traffic reports and led signage on the approaches to the bay bridge from december 26th through new year's eve. a centennial video produced by sfgovtv and the agencies's marketing department will be shown to the board on its january 29th workshop. looking forward to that. the agency has also developed var
the sfmta, mr. chairman, that is a totaly voluntary agreement so that bart does not have to enter into the agreement the feeder agreement or where the sfmta is getting a payment. it's totally voluntary. * that is in contrast to the fast pass agreement. on page 7 of our report regarding the -- regarding that feeder agreement as shown in table 1 on page 7 of our report, that without the 5% annual cap on the payment increases, the payments would increase approximately 6 percent annually, and would result in a total of $33.3 million in payments in bart through sfmta. that is an increase of about 1.2 million in payments over the term of the proposed feeder agreement with the 5% cap in place. and while we believe that the 5% cap is reasonable, we note that there is currently no floor limiting how much the annual payments by bart and sfmta would decrease over the ten-year term. so, that's why we've made a recommendation regarding that issue. on page 8 of our report, we point out that as shown in table 3, the -- based on the estimated payments for both the proposed fast pass and feeder ag

. >> moving on to the regular agenda, item 11 presentation bun discussion regarding the sfmta's 2012 year-end financial audit. good afternoon. >> good afternoon. so we're here to present the fiscal year audit, as we do every year, fiscal 11-12. as you remember from prior years, the auditor is selected by the controller, and the auditor comes in and gives the financial picture of our financial status. and also does a single-audit and provides letter. this is a second year in a row we have received no findings, which is good and this is the first year we have -- this is the earliest we have completed the audit, which is a good trend. so here we're comparing fy11 fy12 numbers, our revenues went up by $6 1 million and you can see the areas where our revenues went up. the majority of it came from the general fund baseline, which you know, because the economy improved, we received additional general fund monies. and we also received significant more additional federal and state grants. those are our two largest increases in state revenue. we also got $16 million from fares and parking mete

as the director of the sfmta and right before my counterpart at bart [speaker not understood] started her tenure as the general manager there. at that time there were some concerns raised by the budget and finance committee and sent it to agencies back with some direction in terms of what they wanted to see including bringing both of these agreements together and then some specific provisions or at least guidance. when grace and i first assumed our respective duties in late 2011, we got together and this was one of the first things we talked about because even at that time these agreements were in arrears, what were past expiration. the two agencies were withholding payment from each other and we decided as the new kid on the block that we needed to get together, take heed of what the message and direction we got was from the board of supervisors and get these agreements done so that we can move forward. we fairly quickly were able to come to agreement in principle on the shape of these two agreements. and while i recognize and appreciate the intent of the board of supervisors to hear these two

provides a communication platform for the existing sfmta central control functions to be seamlessly migrated and to plug in as one unfied and integrated network. as a quick contract bidding history for members, the director of transportation notified this body he had an authorized a bid call for this contract. with his directive our agency opened bids and were received from blocka construction at $24,116,000. lk comstock, normal transit, inc. and the high bidder was dallas transport and security at $26,530,000. bids were received from the second and third bidders. division staff and the [kwr-frpb/]'s office investigated all of these allegations and found them to be without merit. contract compliance determined that the low bidder met the 20% sbe goal as prescribed and also in compliance with the administrative code chapter 12b. staff recommends award of the contract to blocka construction as the lowest responsive and responsible bidder in the amount of $24,116,000. that completes my basic report and staff will be glad to answer any questions that members might. >> thank you, mr. ha

to acknowledge sfmta, who is here, if you have any questions. bicycle ridership has significantly increased in san francisco over the past few years. sfmta's annual count shows ridership has more than doubled since 2006. this report also estimated over 75,000 daily bike commutes in san francisco. with all of that ridership, the city has only 3,000 bike racks on the sidewalks. it requires better infrastructure, including bicycle parking. the san francisco bike plan was adopted in 2009, a collaboration between board of mta and the planning department. san francisco bike plan is an implementation arm for our general plan and this calls for plentiful and high-quality parking as one ever of its goals. first adopted in 1996 and at that time the requirements were only applied to city-owned and leased buildings. the requirements were expanded on basis to city-owned and privately-owned garages in 1998 and to commercial and industrial uses in 2001 and residential uses in 2005 and hotel uses most recently in 2012. now i'm going to look at how our proposal would update the requirements. this proposal
that the department worked closely with sfmta to create really simple diagrams that depict these requirements. an example here is showing the required distance between racks and also the distance to a curb or wall. another incentive offered is a line conversion of auto parking to bike parking. existing bike parking requirements also allow such conversion, for class 1 parking is required. however, this provision in the code does not specify any details and therefore remains unclear and really hard to implement. our proposal would provide specific ratios to convert an auto parking to class 1 or class 2 bicycle parking spaces and at minimum, each auto parking space can be replaced with seven bike parking spaces of any combination. existing buildings also could voluntarily convert their auto parking space to bike parking and i want to highlight that this is -- this requirement would just allow project sponsor and property owners to convert auto parking to bicycle parking and they are not mandating such conversion. also there is a provision for an in-lieu fee to satisfy parts of class 2 bicycle
